In connection with your letter of the 18th inst. - re cultivation in the New Territory of HongKong, in which you suggested that some effort might with advantage be made to extend the cultivation to the Canton province generally, it may perhaps be interesting to know that there is already some move in existence for agricultural development in the Kwangtung province. The enclosed newspaper cutting is reliable. If, as the paragraph states, American syndicalists are connected with this work, why should not British capitalists do the same?
